Hitting out against non-congress governments in UP for neglecting welfare of the dalits and the poor and keeping them on occasional state doles, Congress (I) General Secretary Rahul Gandhi has said his party has been consistently working for empowerment of the poor and backward people so that they can stand up on their own strength. The real development in order to be effective must reach every person in the society down to last poor and not just only the elite, said Rahul Gandhi while campaigning for Assembly elections. In the modern times education is of prime importance for any activity, he added Congress (I) has brought Right to Education Act which makes available education to every child irrespective of the financial status of his or her parents whether they can afford it or not. This right has been backed up with more than appropriate financial allocations and ancillary programs to complement it, he said. In 2011-12, the Sarva Shiksha Abhiyan allocation stands at Rs. 21,000 crores. Similarly for the Mid-day scheme in 2011-12, the central plan allocation stands at Rs. 10,380 crores. This is an achievement of which Congress (I) is proud of. But the benefits of these programs are not reaching the poor because Mayawati’s BSP is pocketing this money instead of spending on the poor children. Rahul Gandhi assured the people that this time if Congress (I) forms the government it will ensure that the benefits of the welfare schemes reach them.
