Kanpur: Congress Vice President Rahul Gandhi addressed a mammoth election rally at Naubasta, Akbarpur in Uttar Pradesh as part of his ongoing Lok Sabha polls campaign. "Congress designs its programmes after discussing with the people. We consider that the people have the knowledge and power. Our duty is just to come to you and seek your opinions. We respect people, their knowledge and strength", said Rahul Gandhi. "BJP also has come with its manifesto. What have they done? They just copied our manifesto and encrypted BJP symbol into it. As you know, we already have implemented one-rank-one-pension scheme for our soldiers across the country. But BJP manifesto offers the same but it does not understand that this programme already is in operation. Same is the case with industrial corridor project. BJP also copied our right to health proposal" lamented the Congress leader.

Addressing Congress workers’ rally at Akbarpur, Kanpur Dehaat in Uttar Pradesh on the last day of his second phase campaign All India Congress Committee (AICC) General Secretary Rahul Gandhi said that there is only one elephant in the entire world that feeds on money and that is in Lucknow. He also asserted that UP will develop as well but for that the state needs a government of aam aadmi. Only Congress can deliver such a government. Rahul Gandhi promised that a Congress government will guide the state to the top position again.
Congress General Secretary reminded that while campaigning for the Lok Sabha elections in 2004 Congress had made only single promise – a government that would work for the common man. Congress General Secretary reminded that during the campaign for Lok Sabha elections in 2004 Congress had made only single promise – a government that would work for the common man. “Political parties brought out slogans like ‘India Shining’. They scripted it while sitting inside their big bungalows without noting that the shine was visible at those leaders’ houses or from their helicopters. But in villages the reality was quite different. So while other parties made a number of hollow promises we promised a government that works for the aam aadmi, poor, dalits and adivasis. People gave a befitting reply by electing an aam aadmi government of the Congress. Since 2004 we have a government at the Centre,” he said taking a swipe at BJP and NDA

Reiterating the significance of MGNREGA Rahul Gandhi said that we found that no jobs are available in the villages. People are forced to migrate to big cities. “Rich are getting jobs but the poor in the villages got no jobs. So we introduced MGNREGA to guarantee jobs for all. Through MGNREGA, the biggest employment generation scheme poor are assured of a minimum of 100 days jobs in a year and a daily wage of Rs 120. When calculated it adds up to Rs 12,000 per year. People in Andhra Pradesh, Haryana, Rajasthan or Kerala will vouch for the benefits of the scheme,” said Rahuol Gandhi.

Charging Mayawati for her calling MGNREGA useless in a public meeting on October 9, 2007 Rahul Gandhi remarked, “While all other states are acknowledging that MGNREGA is the most useful policy UP CM says MGNREGA is of no use. She is right in a way. The poor in the state are not getting its benefits. As Mayawati, her party leaders and ministers have usurped the benefits and pocketed the funds. Mayawati’s elephant in Lucknow has consumed all the funds sent by the Centre under various schemes. Normally elephants eat leaves and grass but the magic elephant of Mayawati in Lucknow eats currency notes.”
Referring the Rs 3,000 crore NRHM scam reported in the state the Congress General Secretary said, “Mayawati’s minister even looted the funds sent by the Ministry of Health. Now he has been knocking at the doors of CBI to save himself.”

Reiterating Congress’ commitment towards the cause of farmers’ Rahul Gandhi said, “UPA is committed towards the welfare of the farmers. The intention behind the Central government to waive off loan worth Rs 60,000 crore was to serve the common man. We opened the doors of the banks for the farmers. When we decided to waive-off farmers’ loan and brought in MGNREGA and other welfare schemes, the opposition parties asked us from where will the Government arrange money for this? If we do anything for the rich and elite they keep

Rahul Gandhi asserted that the money does not belong to the Delhi Government, nor does it belong to the Uttar Pradesh Government. This money is earned from the development that you have brought to this nation. When people from Uttar Pradesh go to Maharashtra,
Haryana, Delhi and Punjab and work for there development, the Central Government gets the money. So this money is not of BSP or SP. But in UP the money is being gobbled up by the Mayawati’s elephant. This money is meant for development, for schools, hospitals and roads but is being looted. The loss is yours. It is the loss of poor and downtrodden,” he reminded.

Addressing the people form Akbarpur region, a backward community dominated part of Uttar Pradesh, Rahul Gandhi asked, “you constitute about 40% of the population of this area. But what did you get during the past 22 years? Only false promises and no outputs.”
Referring to the 22 years non-Congress rule in UP he said, “in UP non-Congress parties have been talking about caste and religion but at the cost of welfare of poor. You trusted BJP. They cheated you in the name of god. They made god a commodity, sold him in the market. Then you trusted SP but no benefits came your way. Then you elected BSP with huge majority. What did you get? You got nothing but rampant corruption. None of these parties are bothered about your future.”
Underscoring the Congress ideology he continued, “we need progress for all. Congress is not a party that believes in castiest or religious ideologies. We believe in inclusive development; development of all caste and creed including minorities, backward and most backward people.”

“I am angry that the funds meant for the welfare of the poor are being looted in UP. Your people go to Mumbai, Delhi, Haryana or Punjab and play a crucial role to develop those places. You made the big buildings in Mumbai. You built the shining Metro in Delhi. However, even the basic infrastructure is missing in UP. The money meant for the welfare is being plundered here,” argued Rahul Gandhi.

“Here your leaders think only about today they don’t see the future. That is the reason behind the poor state of affairs in UP,” he added recalling the contributions of his late father and former Prime Minister Rajiv Gandhi. “It was because of the long-term vision of Rajiv ji you have computers and mobile phones today. He took initiative for computers and telecom in the company of Sam Pitroda in 1985 and today we all are benefitted. So the policies with long-term vision are the main factor for development”.
