CAG report has made a number of observations on 2-G Spectrum case. The CAG report has made a string of observations including using the word ‘presumptive’, in order to assess the alleged loss, 27 times in that report. It should be noted that word ‘presumptive’ means presumption but not actual. It has also used a letter written by a company Estel to examine or to compute the extent of the alleged loss. It is the same CAG which has found that Estel is a defaulter. So, therefore, using defaulting company or its letter as a benchmark to calculate ‘presumptive’ loss does not seem to be correct. That is why Congress feels that PAC is the appropriate forum. Let the PAC examine the report word-by-word, paragraph-by-paragraph and then come to an appropriate conclusion. Then the House can take it from there. Let good sense prevail so that smooth functioning of the government could become possible and public issues could be debated and discussed.
