On the first day of his second phase of five-day tour to Uttar Pradesh Congress General Secretary Rahul Gandhi reiterated that only Congress can bring changes in Uttar Pradesh. Addressing a huge gathering at Bilsi in Uttar Pradesh as a part of his campaign in the state for the upcoming assembly elections he said that the central funds sent to the state under various schemes go to the pockets of ministers.
