राजस्थान के भीलवाड़ा जिले में यूपीए अध्यक्ष श्रीमती सोनिया गांधी जी का भाषण

तमाम उपस्थित अतिथि गढ़। बहनों और भाईयों सबसे पहले मैं इस वीर और मेहनती लोगों की महान धरती को प्रणाम करती हूं। कांग्रेस पार्टी ने लगातार यह प्रयास किया है कि भीलवाड़ा के विकास को तेजी से बढ़ाया जाए जिससे यहां के लोगों के जीवन में खुशहाली आये और वह खूब प्रगति करे और आगे बढ़े। हम सब जानते हैं कि भीलवाड़ा जिला गंभीर रूप से पानी की संकट में है। इस समस्या को देखते हुए सावर नदि से पानी लाने की परियोजना की आज पहले चरण की शुरूआत हो रही है। इससे हमारे किसान भाईयों और आप सबको पानी की सुविधा मिलेगी। यही नहीं हमारी यूपीए सरकार ने आपके यहां मेन लाइन इलेक्ट्रिक मैन्युफैक्चरिंग यूनिट स्थापित करने का निर्णय लिया जिसका आज शिलान्यास हुआ है। इससे भीलवाड़ा उद्योगिक नागर के रूप में और अधिक विकसित होगा। यहां के विकास के साथ-साथ नौजवानों को रोजगार मिलेगा। भाईयों और बहनों केंद्रीय कांग्रेस पार्टी ही ऐसी पार्टी है जो लगातार समाज के सभी वर्गों के विकास के लिए खासकर गरीबों के लिये समर्पित है। हम समावेशी विकास में विश्वास रखते है। इंदिरा जी, शास्त्री जी, राजीव जी जैसे हमारे दूसरे नेताओं ने हमे यही रास्ता दिखाया है। कांग्रेस पार्टी का संकल्प है कि विकास हो और सभी को अधिकार मिले। इसलिए मैं कुछ अधिकारों का विशेष रूप से जिक्र करना चाहुंगी। आप जानते हैं कि सूचना के अधिकार के बारे में शिक्षा का अधिकार, रोजगार का अधिकार यानि महात्मा गांधी नरेगा के अलावा अभी हाल में देश के हर नागरिक को भोजन का अधिकार मिले इसके लिए खाद्य सुरक्षा कानून लागू किया है। इससे शहरी और ग्रामीण दोनों क्षेत्र को मिलाकर 80 करोड़ लोगों को सस्ते दाम पर अनाज मिलेगा। मुझे गर्व है कि विरोधी दलों के तमाम बांधाओं के बावजूद हमने इस ऐतिहासिक कानून को संसद में पास कराया। जिससे भूखमरी और कुपोषण को भारत से खत्म किया जा सके। हालहि में संसद में भूमि अधिग्रहण कानून पास हुआ है जो किसानों के लिए एक खुशखबरी है। इससे उनकी जमीन अब उनकी सहमति से और पूरे मुआवजे का भुगतान करके ही अधिग्रहण की जा सकेगी। मेरी बहने देश और समाज के साथ कंधे से कंधा मिलाकर हर संघर्ष में आगे रहती है। उनके योगदान और मेहनत को हमारी पार्टी ही समझती है। इसलिए उन्हे सशक्त बनाने के लिए कई योजनाएं लागू किये है और बहुत कानूनी अधिकार भी दिए हैँ। मिशाल के तौर पर पंचायत राज संस्थाओं में 50 प्रतिशत आरक्षण दिया है। आंगनवाड़ी कार्यकर्ताओं और उनके सहायकों के मानदेय को दो गुना बढ़ाया है। स्वयं सहायता समूह के जरिये कम व्याज पर कर्ज की सुविधा दी है। घरेलु हिंसा और यौन उत्पीड़न से बचाव के लिए भी कानून बनाया है। हमारी सरकार ने दलितों और आदिवासी भाईयों का भी खास ध्यान रखा है। जिससे देश के हित में समाज के साथ कदम से कदम मिलाकर आगे बढ़े। वन अधिकार कानून के जरिये उन्हे जमीनों के पत्ते और जंगलों के छोटे उपज पर अधिकार दिया है। इनके बच्चों के शिक्षा के लिए स्कालरशिप खासकर लड़कियों के लिए दिया है। कस्तूरबा गांधी बालिका विद्यालय के अलावा उच्च शिक्षा और तकनीकी संस्थाओं के लिये काम किया है। अल्पसंख्यकों के कल्याण के लिए प्रधानमंत्री के 15 सुत्रीय कार्यक्रमों को अग्रेट किया है और देश के 90 जिलों में जहां अल्पसंख्यक ज्यादे तादाद में है वहां मूलभूत सुविधाएं और विकास के लिए विशेष पैकेज लागू किये है। लाखों छात्रों को स्कालरशिप दी गई है, खासकर लड़कियों पर ज्यादे ध्यान दिया गया है। इसके अलावा स्वास्थ्य, शिक्षा, सड़क, पानी, बिजली जैसे बुनियादी मूलभूत सुविधाओं को मजबूत करने के लिये प्रधानमंत्री डा. मनमोहन सिंह जी नेतृत्व में हमारी यूपीए सरकार ने खुब काम किया है। और यह सब इसलिये क्योंकि कांग्रेस पार्टी हमेशा सामाजिक न्याय के प्रति समर्पित है। यहां कि हमारी राज्य सरकार ने राजस्थान के लोगों के चौतरफा विकास और अधिकारों के लिये खुब संघर्ष किया है। देश में आपका यह पहला प्रदेश है जहां के जनता के स्वास्थ्य को ध्यान में रखते हुए मुफ्त जांच और दवाओं का इंतजाम किया है। बुजुर्गों और महिलाओं को पेंशन, जननी सुरक्षा योजना और पशुओं को भी निशुल्क दवा दिये जाने जैसी सिर्फ कुछ मिसाले हैं, जो श्री अशोल गहलोत के नेतृत्व में राजस्थान की कांग्रेस सरकार के जनसेवा के प्रति समर्पण के सबूत है। इस सबके बावजूद भाजपा जैसे हमारे विरोधी दल जनता में अफवाहे फैलाते हैं, लोगों को गुमराह करना चाहते है। हमारी सरकारों के कामों पर उंगली उठाते है। मैं कहती हूं कि आखिर इस तरह की कामों को उन्होने क्यों नहीं किया? आपके अधिकारों को आपको क्यों नही दिया? यह सब करने में उन्हे किसने रोका। उन्हे किसी ने नही रोका। इनकी तो सिर्फ अपनों में ही दिलचस्पी रहती है। उन्हे सिर्फ कुर्सी दिखाई देती है। इसलिये वह चुनाव के समय हर तरह की साजिश रचते है। मैं आप सबसे कहना चाहती हूं कि इन सबसे आपको सावधान रहने की जरूरत है। बहनो और भाइयों यहां आने से पहले मैने बाड़मेर में रिफाइनरी और पेट्रोलियम कॉम्पलेक्स का शिलान्यास किया है। आपके यहां फैडर योजना और कोच फैक्ट्री का शिलान्यास हुआ है। यह सब सहीं मायनों में हमारी विकास के नीति का ही हिस्सा है। इस मौके पर मैं इतना ही कह सकती हूं कि इन सबसे राजस्थान में एक क्रांतिकारी बदलाव आएगा। प्रदेश की जनता का और उत्थान होगा उसकी जिंदगी में और खुशहाली होगी। देश और प्रदेश और अधिक मजबूत होगा। मैं आपको विश्वास दिलाती हूं कि इसी रास्ते पर हम लगातार आगे बढ़ते हैं। इसके लिए आप लोगों के सहयोग और समर्थन की जरूरत है और मुझे उम्मीद है कि वह हमे जरूर मिलेगा। और अंत में आप सबको इस सभा में आने के लिए दिल से बहुत-बहुत धन्यवाद, जय हिंद।

Sonia Gandhi in Rajasthan slams opposition; says they mislead people

Congress President and UPA Chairperson Sonia Gandhi laid the foundation stone of a Mainline Electric Multiple Unit (MEMU) coach factory and a drinking water project at Bhilwara in poll bound Rajasthan.

While addressing the gathering after unveiling plaques for foundation stone, the Congress President accused BJP of hatching conspiracies before elections and misleading people in its hunger for power. Sonia Gandhi said that the Congress-led UPA government at the Centre had empowered people through various measures like RTI, food security and land acquisition while the BJP had nothing to show.
"UPA government empowered people with Right to Information, Right to Education, MGNREGA, and recently gave food security to people and also introduced new land acquisition act in the interest of farmers," she said. "BJP, on the other hand, misleads people and points fingers at the work of Congress governments. Why did they not do such work...who has stopped them from taking such decisions and empowering people?" asked Sonia Gandhi.

"They are just concerned about power and hatch conspiracies before elections. You all need to remain alert from them because they mislead people," said the UPA chairperson. Sonia Gandhi heaped praise on Manmohan Singh government, saying it has started a new era of empowering people.

Earlier, after the stone laying ceremony of a Rs. 37,230-crore refinery and petrochemical complex at Pachpadara in Barmer district, the Congress president stressed that communal peace and harmony has to be maintained for the country's overall development.She said the country's secular ethos require that all communities move forward shoulder-to-shoulder on the path of development. "When your own government ensures an environment of peace and harmony, there is development in every direction, then only there is prosperity. "Every section of society should move forward together shoulder-to-shoulder. This is India's secular culture, and foundation of governance," Sonia Gandhi said.

The MEMU factory was approved in the Railway Budget for 2013-14 at an estimated cost of Rs 800 crore. It is a joint venture between the Railways, the government of Rajasthan and the public sector Bharat Heavy Electricals Limited (BHEL). The Rajasthan government has provided 518 acres of land free of cost for the project. Once operational, the factory will meet the demand for MEMU Coaches on Indian Railways to a large extent. Besides, it will generate direct and indirect employment and give a thrust to development activities in the region.

 The entire cost of the factory will be incurred by BHEL. At present, MEMU coaches are being manufactured by Rail Coach Factory (RCF), Kapurthala, which has a capacity of 112 coaches per year. The new factory at Bhilwara will meet the growing demand for coaches.

Earlier, Sonia Gandhi laid the foundation for a Rs 37,229 crore refinery-cum-petrochemical complex, a joint project of Hindustan Petroleum Corp Ltd (HPCL) and the Rajasthan government, at Pachpadra in Barmer district in Rajasthan.

श्री अशोक गहलोत जी, श्री वीरप्पा मोइली जी, श्री गुरुदास कामत जी, डा. चन्द्रभान जी, श्री हरीश चौधरी, श्री राजेन्द्र खारीक, सांसद और विधायका, उपस्थित अधिकारी गण, अतिथि गण, बहनों और भाईयों। आप काफी समय से यहा इस गर्मी में इंतजार कर रहे हैं। मैं आपकी आभारी हूं और आप सब को धन्यवाद देती हूं। आज मूझे 37 हजार करोड़ की लागत और करीब 25 हजार रोजगार देने की इस रिफाइनरी एवं पेट्रोकेमिकल कॉम्प्लेकस का शिलान्यास करने का अवसर मिला।

यह रिफाइनरी कारखाना भारत का पहला ऐसा कारखाना होगा जो देश में कच्चे तेल का सोधन केरगा। यह कारखाना के विकास और खुशहाली की दिशा में क्रांतिकारी कदम होगा। यह हमारी केंद्र और राजस्थान सरकार की विकास के प्रति मजबूत इच्छाशक्ति का परिणाम है। इस रिफाइनरी की स्थापना से पेट्रोकेमिकल, पेट्रोइंजीनियरिंग और इससे जुड़े अनेक नए उद्योग लगेंगे। जिससे न केवल आपके इलाके में बल्कि पूरे राजस्थान को फायदा मिलेगा और आपकी जीवन में और अधिक प्रगति आयेगी। भाईयों और बहनों, प्रधानमंत्री डा. मनमोहन सिंह जी के नेतृत्व में हमारी यूपीए सरकार ने विकास के सफर में तमाम एतिहासिक क्रांतिकारी कदम उठाए हैं।

पिछड़े क्षेत्रों और तबकों का हमने ज्यादा ख्याल रखा। इसके लिये कई महत्वपूर्ण कानून बनाएं और योजनाएं भी शुरु की हैं। मिसाल के तौरपर जैसे की आप सब जानते हैं मनरेगा जिनके जरिए ग्रामीण क्षेत्रों में साल में सौ दिन के रोजगार की गांरटी दी है। भ्रष्टाचार को मिटाने के लिए सूचना का अधिकार जैसा कानून बनाया है जिसके जरिए कोई भी किसी भी सरकारी कामकाज के बारे में कानूनी तौर पर जानकारी हासिल कर सकता है। प्राईमरी स्कूलों के बच्चों को दोपहर का भोजन एवं छह से चौदह साल के सभी वर्गों के बच्चों को मुफ्त शिक्षा का अधिकार दिया है। मेरी बहने सशक्त हों और आत्मनिर्भर बनें इसके लिए कई कानूनी आधिकार और स्वयं सहायता समूह के जरिए कम ब्याज पर कर्ज की सुविधा जैसी कुछ मिसालें हैं। हम सब जानते हैं की हमारे देश में आज भी लोग कुपोषण और भूखमरी की चपेट में हैं। इसी लिए हाल में हमने खाद्य सुरक्षा कानून लागू किया है। इससे देश के शहरी और ग्रामीण क्षेत्रों के अस्सी करोड़ से भी ज्यादा लोगों को सस्ते दामों पर अनाज मिलेगा।

हम सब जानते हैं की पीडीएस में भ्रष्टाचार की काफी गुंजाइश है। इससे बचने के लिए इस कानून में पीडीएस प्रणाली में महत्वपूर्ण सुधारों के प्रावधान शामिल किया गया है। आधार कार्ड को आधार कार्ड से जोड़ा गया है ताकि सही जरुरतमंदों को यह सुविधा अच्छी तरह से मिलेगा। मैंने संसद में कहा था की कुछ लोग इस बिल के बारे में सवाल पूछते हैं की क्या हमारे पास पैसें हैं, क्या यह किसानों के हित में है। और मेरा जवाब यह था की यह वैसे साधनों की सवाल नहीं है, साधनो को जुटाना ही पड़ेगा। और जहा तक किसानों की बात है मेरा जवाब यह है की हमने हमेशा किसानों के हित में योजनाएं लागू की। हमने किसानों को नजरअंदाज नहीं किया और कभी भी नजरअंजाद नहीं करेंगे।

संसद सत्र के आखिरी दिन हमने अपने किसान भाईयों के हितों को सुरक्षित रखने के लिये भूमी सुधार अधिग्रहण कानून पास किया है। यह एक महत्वपूर्ण और एतिहासिक कदम है। अब कोई भी किसान की जमीन को जबरदस्ती छीन नहीं सकता। और अगर जरुरत भी पड़ी तो उनकी मर्जी से भरपूर मुआवजा देकर ही ली जा सकेगी। हमारा पूरा प्रयास समाज के कमजोर तबकों, पिछड़ों, दलितों, आदिवासी और महिलाओं को सशक्त बनाने पर रहा है। हमने हमेशा इस बात का ध्यान रखा है की विकास हो, समावेशी विकास हो और इस विकास का लाभ समाज के हर जरुरतमंदों को मिले। और यह सब तब ही संभव है जब आपसी सदभाव हो,भाईचारा हो, अमन चैन का माहौल हो। समाज में तब ही खुशहाली आती है जम हर वर्ग के लोग मिलजुल कर, कंधे से कंधा मिलाकर चलें। यही हमारी देश की सेक्युलर संस्कृति है और यही हमारी देश की बुनियाद है।

भाईयों और बहनों, हमारा काम जनता का सेवा है। हम यही कर रहे हैं। मैं मुख्यमंत्री श्री अशोक गहलोत की सरकार की अनेक विकास योजनाओं और समाजिक सुरक्षा के प्रयासों की सराहना करती हूं। भोजन, आवास, स्वास्थ्य, शिक्षा, पानी, सड़क, बिजली जैसी सुविधाओं पर हमारी सरकार का खास ध्यान है। राजस्थान देश का पहला ऐसा राज्य है जहा निशुल्क स्वास्थ्य जांच और दवा जनता को दे रहे हैं। इसी तरह अनेकों जनहित की नीतियों कोन लागू भी किया है जिनता लाभ प्रदेश की जनता को मिल रहा है। और मैं उम्मीद करती हूं की आप सब के सहयोग से विकास का यह सिलसिला लगातार जारी रहेगा। आज बड़मेर में रिफाइनरी और पेट्रोकेमिकल का शिलान्यास करते हुये मैं इतना कह सकती हूं की इससे राजस्थान को बहुत रेवेन्यू मिलेगा जिसका इस्तेमाल सरकार आम जनता और गरीबों के लिये कर सकेगी। और अंत में मैं आप सब को इस रिफाइनरी के लिए बधाई देती हूं।

पेट्रोलियम मिनिस्टर वीरप्पा मोइली और मुख्यमंत्री श्री अशोक गहलोत, उनके मंत्रालय के आधिकारियों और कर्मचारियों को धन्यवाद देती हूं। जिनके प्रयासों और मेहनत से यह काम हो रहा है। मुझे विश्वास है की आनेवाले दिनों में आपका यह क्षेत्र और आपका यहा खुबसूरत प्रदेश प्रगति के पथ पर और अधिक आगे बढ़ेगा। लोगों की जिंदगी में और अधिक खुशहाली और बदलाव आयेगा और इसके लिये हम पूरी तरह समर्पित हैं। पूरी तरह हमेशा उसके लिये समर्पित रहेंगे। आप सब को इस सभा में आने के लिये एक बार फिर दिल से बहुत धन्यवाद, जय हिंद।

Sonia Gandhi lays foundation stone for refinery-cum-petrochemical project in Rajasthan

Congress President and UPA chairperson Sonia Gandhi laid the foundation for a Rs 37,229 crore refinery-cum-petrochemical complex, a joint project of Hindustan Petroleum Corp Ltd (HPCL) and the Rajasthan government, at Pachpadra in Barmer district in Rajasthan.

“This project is the result of the positive vision for development of the Centre as well as the Rajasthan Government. This project will attract new refinery and petro chemical and engineering industries in the state and will open new development arenas not only in this region but across Rajasthan” said the Congress President.

Sonia Gandhi enlisted various development initiatives of the Congress-led UPA Government at the Centre like MNREGA, RTI, Mid-day meal scheme and also talked about the Food Security and Land Bills. “We still have people who suffer from malnutrition and poverty. We, therefore, got the Food Security Bill passed in the Parliament by which more than 80 crore people, both in rural and urban areas, will be benefitted” said Sonia Gandhi.  Underlining the Congress’ commitment for farmers’ she added “The last bill passed by the Parliament during the recent session – the Land Acquisition Bill - is aimed at protecting the interests of our farmers. This is a historic bill which ensures that no one can grab poor farmer’s land forcibly”.

“All our policies are aimed at empowering the weaker section of the societies - the women, tribals, adivasis and underprivileged. We always believed in inclusive growth and overall development. This will be possible only if communal harmony, brotherhood and secularism exist in the society. This is possible only if we have a society which is united and people who are helping each other. This is what we believe in and this is our tradition” added the Congress President.
Praising the Gehlot Government   in the state Sonia Gandhi said “I take this opportunity to congratulate Ashok Gehlot led Congress Government in the state for its various pro-poor social welfare measures.. Rajasthan is the first state where the poor gets free-medicines.”

The proposed refinery will be a subsidiary of HPCL with its equity of 74 percent to be held by HPCL and 26 percent to be held by the government of Rajasthan. The cost of the project is estimated at Rs. 37,230 crore. The project cost is proposed to be sourced with a debt/equity ratio of 1.5:1. Total equity component is Rs.14,892 crore and debt is Rs.22,338 crore. HPCL's equity contribution is Rs.11,020 crore at 74% equity and Govt. of Rajasthan's equity contribution is Rs.3,872 crore at 26%.

There shall be a direct and indirect economic benefit to the economy of Rajasthan, which shall, besides industrialization, result in substantial increase in income, output, employment and tax earnings of the state.
Text of Sonia Gandhi’s speech

I thank you all for waiting for me since long, under hot sun. I am very happy to be here on this precious occasion to lay the foundation stone for this 37000 cr worth refinery and petro chemical complex here which will generate about 25000 new jobs. This will be the first refinery in the country to refine the crude oil and this project will bring more prosperity in the state. This project is the result of the positive vision for development by the Centre as well as the Rajasthan Government. This project will attract new refinery and petro chemical and engineering industries in the state and will open new development arenas not only in this region but across Rajasthan.

The UPA Government at the Centre, under the leadership of Dr. Manmohan Singh, has taken several revolutionary development initiatives. We haven give priority for the welfare of the backward and underprivileged and several policies and schemes were made in this direction. The Mahatma Gandhi NREGA scheme guarantees minimum 100-days jobs to the rural poor. To eradicate corruption, we implemented Right to Information law, by which anyone can get any information about the government functioning. Further, we provide free mid-day meal to the school children and also ensured free education to all students in the age group of 6 to 14. The Central government also have enacted many laws and schemes to empower the women in our country and we made it possible for them to get cheaper loans through Self Help Groups (SHG).   

We still have people who suffer from malnutrition and poverty. We, therefore, got the Food Security Bill passed in the Parliament by which more than 80 crore people, both in rural and urban areas, will be benefitted. This law will guarantee food grains at subsidized rates for the poor in the country. There are complaints of large-scale corruption in the existing PDS system and therefore, the new Food Security Bill also has the focus to reform the PDS system. The benefit of this new scheme will reach to the real beneficiaries directly through Aadhar. I have told in the Parliament that several people questioned this Food Security Bill asking from where we will have money for it. They also asked whether this scheme will benefit the farmers.  My answer to them was that we must find resources, by any means, for this.

As far as the farmers are concerned, the UPA Government made several policies and schemes for the benefit of the farmers; we never ignored them and would never do so. Even the last bill passed by the Parliament during the recent session – the Land Acquisition Bill - is aimed at protecting the interests of our farmers. This is a historic bill which ensures that no one can grab poor farmer’s land forcibly. Even if any land is to be acquired, the consent of the land owners is mandatory now and land can be acquired only after paying the adequate price.

All our policies are aimed at empowering the weaker section of the societies - the women, tribals, adivasis and underprivileged. We always believed in inclusive growth and overall development. This will be possible only if communal harmony, brotherhood and secularism exist in the society. This is possible only if we have a society which is united and people who are helping each other. This is what we believe in and this is our tradition.

Our duty is to serve the people and that is what Congress has been doing. I take this opportunity to congratulate Ashok Gehlot led Congress Government in the state for its various pro-poor social welfare measures. The state government has been giving special attention to the matters like food, education, health, electricity and drinking water. Rajasthan is the first state where the poor gets free-medicines.  The state government has made several similar policies for the benefits of the people in the state and I am confident that the government will continue with such development measures.

Today, on this occasion of the foundation-stone-laying of this refinery project in Barmer, I can proudly say that the state will get more revenue by this project and this revenue can be used for the benefits of the poor and aam aadmi. I congratulate all the people on this occasion and I also express my gratitude to the Petroleum Minister, Chief Minister and all others related to this achievement.  I am hopeful that this region as well as your beautiful state will reach new heights of development by this and this will bring new hopes to the lives of the people. We are committed to serve you more and will continue to do so.
